The PPRG is delighted to announce the appointment of Robert Anderson and Susie Smith as Special Professors

The PPRG is delighted to announce the appointment of Robert Anderson and Susie Smith as Special Professors in the School of Law. These appointments recognise their distinction and achievements in the public procurement field as well as their valuable and on-going contributions to the School’s programmes on public procurement law and policy.

Robert Anderson is Counsellor and head of the Government Procurement and Competition Policy unit (a part of the Intellectual Property Division) in the Secretariat of the World Trade Organization (WTO) in Geneva, Switzerland.  In this capacity, he leads the Secretariat team supporting the work of the WTO Committee on Government Procurement and is the Organization's lead representative and senior advisor in this area.  He also has advisory and monitoring responsibilities in the Secretariat regarding international competition policy issues.  He was previously the lead Secretariat staff member supporting the WTO Working Group on Trade and Competition Policy when that body was active from 1997 through 2003.  Prior to joining the WTO in 1997, he worked for fifteen years in the Canadian Competition Bureau. Throughout his career he has published extensively and has collaborated with leading academics (both lawyers and economists) in Europe and North America.  He has participated as a guest lecturer/resource person in post-graduate programmes of the School of Law for many years. He is on the Editorial Board of the Public Procurement Law Review and is co-editor with Professor Sue Arrowsmith of The WTO Regime on Government Procurement: Challenge and Reform (forthcoming, CUP).

Susie Smith has worked for many years in private practice and local government as a lawyer, specialising in commercial, tendering and procurement work with a particular focus on EU procurement issues. She was a Partner at Bevan Brittan LLP for 10 years where she was Head of the Procurement, Competition and State Aid team and spent three years as head of the Commercial Department. Since 2008 Susie she has worked as legal consultant for Bevan Brittan and spends the rest of her time working as a freelance procurement consultant and trainer.  She provides practical procurement advice and training to both public and private sector clients in the European Union and further afield.  She has advised on numerous complex Private Finance Initiative, Public Private Partnership projects and regeneration schemes. She works with a range of stakeholders including public and non profit making bodies such as government departments, local authorities, regional development agencies and the National Health Service as well as private sector providers. For many years she has provided seminars to full-time students taking procurement modules in the School of Law at both postgraduate and undergraduate level, and now also contributes practical case-study based sessions to the School’s part-time Executive Programme on Public Procurement Law and Policy.

The School’s other two Special Professors in this area are John Linarelli and Peter Trepte, who both teach modules on the Executive Programme in Public Procurement Law and Policy.
