14/9/2012 Professor Shujie Yao published a commentary on 14 September 2012 in Nan Fang Du Shi Bao (South China Metropolitan Newspaper) on house taxation in China. According to Professor Yao, the troubled Chinese housing market, as so clearly evidenced by high house prices and structural shortage, necessitates two important policies: the construction of economic housing and the imposition of taxes on households with two or more homes. However, the implementation of house taxes has been resisted by a public that fears increased corruption and by the elite classes who stand to lose a great deal. Supplementary policies should be carefully designed and implemented to ensure that house taxation can become an effective policy instrument to achieve its intended objectives.
