Seminar: Problems in Chinese Government Auditing

Abstract Using a questionnaire survey, this paper analyses the orientation, current state, advantages and disadvantages of the Chinese government auditing system. The results show that the most important characteristic of the system is that it plays the role of internal auditing and as a result it suffers from a lack of independence. The paper highlights the need for reforming the system and suggests issues that need to be addressed.
Jason Xiao, Director of Chinese Accounting, Finance and Business Research Unit, Professor of Accounting at Cardiff Business School, Cardiff University; and International Research Fellow at the International Centre for Finance and Accounting Research, University of International Business and Economics. His research interests are in accounting, auditing, and corporate governance in China. He serves as a joint editor of Accounting Research in China (an international journal of the Accounting Society of China) and an associate editor of China Journal of Accounting Research as well as an editorial board member for Journal of International Accounting Research (an American Accounting Association journal), British Accounting Review (a British Accounting Association journal) and Auditing Research (a journal of the Chinese Auditing Association). He has published numerous papers in such scholarly international journals.
