Summary of Research:While for a long time, fiscal policy including public expenditure has been seen primarily as a short run stabilization instrument, it is now increasingly recognized that fiscal policy is one of the most important policy instruments which governments can use to achieve their long-term objectives. In developing countries, governments can finance a wide range of public services and investments which are all likely growth enhancing. Therefore, the most important policy challenge in this context consists of finding the optimal allocation of public resources among different growth enhancing public expenditure categories. The proposed research will therefore focus on the impact of the composition of productive public expenditure on economic growth in developing countries. Even though the effects of public spending are complex to trace and difficult to quantify, mainly by extending, modifying or combining existing theoretical models, important new theoretical insights can be gained and empirically tested. The proposed research will close an important gap in existing literature and will be highly relevant for development policy. |
