Bilateral Assistance to the Government of Samoa

Project Summary

Following the training course on Ratification and Implementation of the Rome Statute of the International Criminal Court (ICC) for the Asia-Pacific Region, in January 2006, Dr. Bekou undertook a bilateral assistance visit to Samoa. Whilst there, she worked with the senior parliamentary counsel of Samoa’s Attorney General’s Office in order to assist in their national implementation legislation drafting process. The success of this visit was demonstrated when the ICC Act was enacted into national law in November 2007.

Bilateral Assistance to the Government of Fiji

Expert Workshop on Reform of United Nations Treaty Monitoring Bodies

Date: November 2005 – February 2006

Project Summary

Following the 2005 Plan of Action on UN Treaty Monitoring Body Reform of the UN High Commissioner for Human Rights, HRLC produced a series of background papers for the High Commissioner, on proposals for reform, leading to the convening of an expert workshop on 11-12 February 2006. The workshop benefited from the generous financial support of the Irish and United Kingdom Governments and was convened under the direction of Professor Michael O’Flaherty, with assistance from Dr James Harrison. A report of the workshop was subsequently produced.

Needs Assessment for Iraqi Human Rights Capacity Building (Phase V)

Project Summary

The project formed part of a three year training and capacity building programme (2003-2006) with the Iraqi Ministry of Human Rights (MoHR). In order to assist MoHR in the formulation of its training programmes, in September 2005 to March 2006, HRLC undertook a human rights training needs assessment of the Iraqi Government and the training role of the MoHR in responding to those needs. Funded by the UK Foreign and Commonwealth Office (FCO).

Iraqi Human Rights Capacity Building Manuals (Phase IV)

Project Summary

The project formed part of a three year training and capacity building programme (2003-2006) with the Iraqi Ministry of Human Rights (MoHR). It involved preparation and production of 3 sets of Arabic/English language Training Manuals on Human Rights for the Iraqi Ministry of Human Rights, on the topics of Human Rights in the formation of Government Policies; Gender and Minority Awareness in the formation of Government Policies; and Human Rights of the Individual in Society.
