This collection of essays examines various aspects of the “global revolution” that has been taking place in public procurement reform since the early 1990s. The first section deals with the international liberalisation of public procurement. The second section considers issues of special concern to developing economies and those in transition from centrally planned to market economies, including essays on the UNCITRAL Model Law on procurement and World Bank procurement procedures. The third and final section looks at a range of topical subjects that are relevant to both national and international procurement systems.  Issues covered include the use of procurement to promote social, environmental and industrial policies; the challenges presented by the increased use of information technology in public procurement; and the problem of post-tender negotiations.
