How can China maintain its rapid economic growth whilst conserving natural resources and reducing carbon emissions? China’s Sustainable Development will be the subject of the first in a series of University of Nottingham events beginning May 27 at Shanghai Expo 2010 in China.

Former British Deputy Prime Minister John Prescott will join economists, policy analysts, designers and strategists to focus on the complex issues influencing sustainable development in China , at this one-day conference hosted by The University of Nottingham at the London ZED pavilion in Shanghai Expo’s Urban Best Practice Zone. 

Organised by the University’s School of Contemporary Chinese Studies in partnership with Fudan University’s School of Economics and Zhejiang University’s School of Public Administration, the conference will examine how sustainable development relates to science, technology, the environment and economic change. It will suggest how growth can be best managed to help China achieve its medium- and long-term goals. 

Experts from the UK and China will give their perspectives, and Mr Prescott will relate the experience he gained during his decade as   Secretary of State for the Environment, Transport and the Regions and Deputy Prime Minister. During that time he led the UK delegation’s successful negotiations to agree the Kyoto Treaty on climate change, and then worked on the UK’s post-Kyoto agenda.

Shortly after the Labour Party came to power in 1997, Mr Prescott worked as negotiator for Europe, with former US Vice-President Al Gore, leading agreement on the Kyoto Protocol on climate change. He recently became Honorary Patron of The University of Nottingham’s China Policy Institute. As well as speaking at this first conference, he will lead a round-table discussion at the end of the day.

 

“Nottingham has shown great vision in making use of Shanghai Expo 2010 to host this series of conferences on key issues, to help make it not just a grand exhibition but a meeting of minds and an in-depth exchange of ideas between East and West,” said Mr Prescott. “Nottingham’s focus on climate change, sustainable development and low-carbon energy issues are the right topics at the right time, and reflect the long-term priorities for China-UK collaboration that Chinese State Councillor Tang Jiaxuan and I agreed on as joint chairs of the UK-China Task Force. “It’s absolutely vital for China, Europe and the UK to work for a new consensus on climate change, to put in place a Kyoto II agreement by 2012. Copenhagen may have failed, but it was a temporary setback due to unrealistic expectations. We must work harder to understand why developing countries have different views from developed nations, and events like these can help forge a new consensus.”

China has emerged from the current world financial crisis as a big winner. It has rapidly reduced its gap with the most industrialised nations such as the US, Japan, Germany and the UK. However, after 30 years of fast economic growth, China faces challenges and constraints affecting future growth and prosperity. Sustainable development has become the main concern for China’s next phase of growth.

Professor Shujie Yao, Head of the School of Contemporary Chinese Studies at Nottingham, will chair ‘China’s Sustainable Development’. He said: “China is the world’s fastest growing and most influential emerging economy. Shanghai Expo 2010 is an opportunity for China to demonstrate to the outside world its outcome of economic and social changes. “The biggest challenge for China and the world economy is how to sustain rapid economic growth and social transformation without causing more damage to the environment. “This one-day conference held by The University of Nottingham is exclusively focused on this important issue. Many well-known scholars will present their research results relating to technological progress, climate change and sustainable economic growth.”

Distinguished Chinese academician and Chancellor of The University of Nottingham Professor Yang Fujia will welcome delegates to the China’s Sustainable Development conference. Keynote speakers will include Dr Andrew Sentance, a member of the Bank of England’s Monetary Policy Committee, who will talk about economic development, globalisation and climate change.

Professor Chris Rudd, Nottingham’s Pro-Vice-Chancellor for knowledge transfer, will speak about science, technology and sustainable development; while Dr Xiangyu Sheng, Deputy Director of Scott Wilson Group, UK, part of a global integrated design and engineering consultancy for the built and natural environments, will examine policy and the case study of UK low carbon development and its relevance to China. 

From Fudan University, Professor Min Hua, Director of the Institute of World Economy, and Professor Xingming Yin, Deputy Director of the Centre for Chinese Economic Studies, will give their perspectives on Internal and External Balances of China’s Economic Growth and China’s Monetary Policy and Inflation Expectation. 

Professor Xianguo Yao, Dean of the School of Public Administration at Zhejiang University, China, will consider the Chinese Government’s role and public policy on the development of a low carbon economy in China using Zhejiang Province as a case study. 

At 4pm, all speakers will join a round-table discussion on the issues raised chaired by Chancellor of The University of Nottingham Professor Yang Fujia with John Prescott as lead speaker. 

China’s Sustainable Development begins at 10:30am and ends at 5:30pm on Thursday May 27. The event will take place in The Auditorium at London ZEDpavilion, the showcase sustainable urban construction created for Expo 2010 by ZEDfactory — leading green architects and innovators in zero-carbon design and development. 诺丁汉大学将在上海世博会城市最佳实践区 ——­ 伦敦零碳馆主办为期一天的会议。届时,英国前副首相 John Prescott 将与众多 经济学家 、 政策分析家 、 设计师和战略 家队伍一道,共同关注影响中国可持续发展的各种原因。

此次会议由诺丁汉大学的当代中国学院主办,复旦大学经济学院和浙江大学公共管理学院协办。会议旨在探讨可持续发展与科学、技术、环境和经济变化的关系,并研究如何有效控制这些因素,从而有助于中国实现中长期发展目标。

来自中、英两国的专家将在会议上各抒己见。届时, Prescott 先生将分享他在担任环境、运输和区域国务部长和副首相时的经验。担任这些职务期间,他曾率领英国代表团,成功地在有关气候变化的京都条约的谈判中达成一致意见,而后,致力于英国的后京都议程的实行。

John Prescott 先生在 1997 上台不久,就作为欧洲谈判团的代表,与美国前副总统戈尔先生密切合作,共同引导了关于气候变化的京都议定书的协议。他本人最近成为诺丁汉大学的中国政策研究所的荣誉赞助人。除了在第一次会议上的发言,他还将在最后一天主持一个圆桌讨论会。

 

Prescott先生表示,诺丁汉大学利用上海世博会的时机主办系列主题会议具有远见卓识。这不仅使2010年世博会成为一个盛大的博览会,而且成为中西方之间智慧和思想交流碰撞的平台。他还指出,“诺丁汉大学目前致力于气候变化、可持续发展和低碳能源等问题的研究可以说是合乎时代要求,也反映出中英合作的长期优势。作为中英特别工作委员会的联合主席,中国国务委员唐家璇与我就这一问题达成了共识。 对于中国、欧洲以及英国来说,就气候变化达成的新共识以及在2012年之前设立第二京都协定是至关重要的任务。虽然由于种种不切实际的期望,哥本哈根会议并没有取得预期的成功,但这个挫折只是暂时性的,我们必须加倍努力去理解发展中国家与发达国家持不同意见的理由。相信这将会促进新共识的达成。”

中国作为一个大赢家已经从当前的世界金融危机中摆脱出来。她与美国、日本、德国、英国等大多数发达国家的差距正在快速缩小。然而,中国经济在经历了三十余年的快速增长后,其面临的诸多挑战和制约因素将会影响中国经济未来的增长和繁荣。可持续发展已经成为中国进一步发展的主要关注焦点。

此次“中国可持续发展战略”会议将由诺丁汉大学当代中国学院院长姚树杰教授主持召开。他指出:“中国已成为当今世界发展最快最具影响力的国家,而2010年上海世博会将成为中国对外展示经济及社会变迁的重要契机。中国以及世界经济所共同面临的最大挑战就是在保证不额外破坏环境的前提下如何保持经济高速稳定发展和社会转型。此次诺丁汉大学主持的会议将为期一天,主要涉及的内容就是这方面的问题。届时,许多知名学者和专家将出席并汇报他们在科技发展,气候变化以及可持续经济发展相关领域的成果及发现。”

中国著名学者、英国诺丁汉大学校长杨福家教授也将出席此次可持续发展大会。英格兰银行货币政策委员会委员兼华威大学教授Andrew Sentence, 将作为主讲人之一在大会上就世界经济发展、全球化以及气候变化等问题发表演讲。

英国诺丁汉大学副校长 Chris Rudd 教授的演讲主题将涉及科学、技术以及可持续发展等问题;英国威尔逊顾问集团副总裁盛湘渝女士发表的演讲,将以英国低碳发展为案例,探讨相关政策及其对中国的启示。英国威尔逊集团是一个旨在推进建筑和自然环境全球整体化设计和工程咨询的咨询机构。 

复旦大学世界经济研究所所长华民教授 ,中国经济研究中心副主任殷醒民 教授也将就中国对内及对外经济发展平衡、中国货币政策以及通胀预期等方面发表意见。 

浙江大学 公共管理学院院长 姚先国 教授将以浙江省作为案例,探讨中国政府以及公共政策在中国发展低碳经济方面的角色。 

下午 4 点,所有演讲人将参加诺丁汉大学杨福家校长以及英国前副首相 John Prescott 主持的圆桌讨论会。
