This study is an analytical critique of English as a second language (ESL) staff
development based on an informed understanding of the field of teacher training that considers the diversity within perceptions and perspectives of the stakeholders. The recent focus on Response to Intervention (RTI) has heightened the need for
information regarding characteristics of prereferral intervention teams (PITs) that lead to successful outcomes. Though many researchers have theorized about important features of PITs, few studies have examined the factors that lead to high-functioning teams.
