This collection contains the papers of Charles D. Palmer, who was Director and Chairman of the Board of the Port Authority of Allegheny County from 1964-1977. Palmer was instrumental in developing the Early Action Program and the Transit Expressway during the early years of the Port Authority. Palmer's papers are in the form of correspondence, meeting minutes, reports, studies, contracts, photographs, and film.
