Biography

Professor Terry Moore is the Director of the Nottingham Geospatial Institute (NGI) at the University of Nottingham and as such has overall responsibility for all the activities of this world leading postgraduate research and teaching institute. He is also the Associate Dean for Infrastructure within the Faculty of Engineering.

Professor Terry Moore was promoted to the UK's first Chair of Satellite Navigation in 2001 and has extensive research experience in a range of subjects including satellite navigation and positioning, navigation sensor integration, geodesy and orbit determination. He has supervised numerous research projects funded by industry, research councils, the European Space Agency and the European Commission, and has supervised over 25 PhD students. He is involved in the activities of both national and international professional and scientific bodies.

He has taken a leading role in national and European initiatives aimed at integrating academic research and teaching activities in GNSS, and interacting closely with industry. He is the founding Director of GRACE, the GNSS Research and Applications Centre of Excellence, which was jointly funded by the University of Nottingham and East Midlands Development Agency. He is now also actively engaged with the Satellite Applications Catapult, and in particular the East Midlands Centre of Excellence EMBRACE.

He is a Fellow and a member of Council of both the Royal Institute of Navigation (RIN) and the (US) Institute of Navigation (ION). He is also currently a Vice-President of the RIN and a member of its Technical Committee. He a member of the Geospatial Engineering Panel of the Institution of Civil Engineers and the Chartered Institution of Civil Engineering Surveyors. He is a Member of the Editorial Advisory Council of GPS World. He is also a Fellow of the Chartered Institution of Civil Engineering Surveyors, a Fellow of the Royal Astronomical Society, and an Associate Fellow of the Remote Sensing and Photogrammetry Society.

Expertise Summary

Satellite navigation ('SatNav') is a rapidly growing global industry that has significant economic potential and will yield substantial commercial returns. The current SatNav systems, including the US GPS system and the Russian GLONASS system will soon be joined by the European system called Galileo and the Chinese Compass system. The collective term for these systems is Global Navigation Satellite Systems or GNSS.

Professor Moore's research interests and expertise are concerned with the development and applications of satellite navigation and positioning systems, such as GPS and Galileo. He has extensive research background in the navigation, engineering and environmental applications of these systems. These cover a variety of different domains such as air and marine navigation, road user charging, unoccupied aircraft, atmospheric monitoring, and indoor navigation. He is also actively involved in the developments of the underlying technology and algorithms. He has particular interest in the integration of satellite positioning sensors with other positioning to provide seamless and precise positioning for users of the systems. He is involved in the developments of the new European Galileo satellite system, both in terms of research and development programmes, but also through advice and consultancy services with industry and government agencies.

Recent Publications

Current Research

Satellite Navigation is one of the fastest growing leading-edge technologies and will have a significant impact on Future Intelligent Transport Systems. Current Global Navigation Satellite Systems (GNSS), including the US GPS and the Russian GLONASS, will soon be joined by the European GALILEO system, costing an estimated a €3.4bn in total and to which the UK Government is one of the principal financial contributors. Independent studies have predicted the annual global market related to GNSS to grow to €300 billion by 2020 (EC report to the European Parliament). The road sector will be one of the largest markets for Galileo applications. By 2010 there are predicted to be more than 670 million cars, 33 million buses and trucks and 200 million light commercial vehicles worldwide. Satellite navigation receivers are now commonly installed on new cars and could equip 60% of the car fleet and 90% of trucks by 2020 (European Union Road Federation).

The GALILEO programme and GNSS form an integral part of the European Commission's Lisbon Agenda for Growth and Competitiveness. The aim of this agenda is to make Europe 'the most competitive knowledge based economy in the world, capable of sustaining economic growth with more and better jobs and greater social cohesion'.

Over the next few years the current satellite navigation systems are scheduled to evolve into new modernised forms. Modernised GPS and Glonass will bring new signals to complement those that we have been using from GPS for the last 25 years. During the same period we will see the early deployment of the Galileo In-Orbit-Validation satellites closely followed by the full operational constellation. We will have available a new and broad portfolio of signals from which to choose. The IESSG will continue to conduct fundamental and innovative research into the use of these new signals on their own and in new combinations. It is expected that the new signals will revolutionise the use of GNSS over the next decade, both in terms of accessibility, integrity and accuracy, but the basic research must first be conducted to provide the key enabling technology.

In recent years it has been well demonstrated that GNSS is not the dreamt of panacea to all our positioning requirements and in some circumstances, such as in the urban environment or under heavy tree cover, it is not the most appropriate choice of positioning technology. There has been a growth of interest in terrestrial based radio-positioning systems from existing services such as Loran-C and Datatrak, and from new signals of opportunity such as cell phones, Bluetooth and WiFi. Early work is already being conducted on dedicated systems based on Ultra-Wide-Band (UWB) systems and GNSS pseudo-lites. Together these systems have the potential to allow continuous location capability across all environments. But, from a legislative, safety and users viewpoint, they are not at all concerned with the source of the positioning information, nor indeed the accuracy; they are more concerned with the continuity and reliability of the positioning capability. Therefore there will be a persistent need to further develop the seamless integration of the GNSS and other positioning technologies in such as way that users are unaware of their migration from one system to another. This fully ubiquitous positioning will truly change the way we view location and it is possible to imagine a situation in a few years time when we will have location treated in the same casual way in which we treat the knowledge

Past Research

In the past Professor Moore has lead research in to the applications of GPS in precise navigation and positioning, A prime example is the development of the use of GPS receivers on marine and river buoys to measure the precise heights of sea level and river levels. This marine buoy was developed in collaboration with the Proudman Oceanographic Laboratory and was used to study changes in sea level due to tides and waves. The river buoy was developed under a project funded by the BNSC, under its Space Foresight Programme, the aim is to measure the heights of rivers and so contribute to knowledge of river hydrology and hydraulics, and potentially assist in flood warning. The buoys used a close integration of GPS with different sensors. Integration is is a common theme through other research activities of Prof Moore, such as GPS attitude determination, in-car navigation and GPS assisted marine gravity determination. Another area of expertise is the determination of precise orbits of satellites, or indeed the precise trajectory of an aircraft, and have led the development of a package to allow the fully autonomous determination of the precise orbits of Earth observation satellites, using GPS measurements as the only tracking system. The use of kinematic carrier phase GPS measurements also allows the real time computation of the precise trajectory of helicopter of aircraft borne GPS receivers. Prof Moore has considerable expertise in geodetic coordinate reference systems and the transformations between them. He was one of the principal authors of the DATUM software package developed for EUROCONTROL. He jointly led the recent project to develop new transformations for Ireland between their existing mapping coordinate system, and WGS 84, the coordinate system of GPS

Future Research

Future resesearch plans are closely integrated into the research strategy of the IESSG . Although clearly developed from the IESSG's existing expertise most of these involve new, potentially risky areas of research, which will often require collaboration with other disciplines.

New Signals

We will have locations for everyone and everything, everywhere and all the time - as long as we get the core technology right.

Autonomous Vehicles

One significant application domain which will be critically reliant of the provision of reliable and ubiquitous positioning will be the increasing civil use of autonomous vehicles. The continued expansion of the IESSG's research and commercialization activities in the field of autonomous systems is an underpinning enabler to a wide range of activities. And from autonomous vehicles themselves we can predict growth in interest in increased automation of conventional vehicles which will enhance the safety and efficiency of transportation.

Integrated Sensors

The integration of position and attitude sensors continues to be a strategic priority for research that underpins a wide variety of applications and markets. As well as the technical challenges of identifying and integrating appropriate sensors and extracting information, the importance of fundamental research in the areas of sensor and system calibration and the integration of data through direct sensor orientation is increasingly recognized within the international community. Although the technological aspects of incorporating a position fixing capability into low cost mass market devices is making rapid progress, the understanding of how people within different urban or rural contexts respond to, or relate, positional cues to their wider environment is only poorly understood. The challenge is to find a means to communicate complex spatial information from small mobile devices to the mass consumer in the absence of good models of how the consumer perceives their spatial environment.
