Biography:
Born around 1800, he was described by Flora Tristán in 1834: “This San-Roman, so feared by the Arequipans, had nothing at all intimidating about him; he was about thirty, his face was frank and cheerful, but his hair, his beard and the colour of his skin showed that he had Indian blood in his veins, a fact that made him ugly in the eyes of Peruvians of Spanish descent. […] San-Roman spoke well, but he had a failing which played havoc with the reserve my uncle had advised me to adopt: he went off into peals of laughter at the slightest provocation. This excessive hilarity was very much at odds with the grave demeanour of everyone around him, but it put me at my ease, and I managed to laugh a fair amount myself.” She describes how he intended to bring peace and work to Peruvians “by Señora Gamarra's methods” closing the ports to cheap foreign goods. He was President of Peru in 1862 and died in office the following year.
