Biography

My Air Force experience has included trial and appellate litigation, security cooperation, and public procurement. I'm a Ph.D. candidate in public procurement law. After retiring, I hope to transition to a full-time academic career.

Current Research

My dissertation addresses structural restrictions on the U.S/EU public procurement trade. We have very similar rules, but the underlying principles differ and so the rules apply differently. I compare the policies that underlie each system in order to promote mutual understanding and free trade. Peter Trepte and Craig Rotherham are my advisors.
