My dissertation addresses structural restrictions on the U.S/EU public procurement trade. We have very similar rules, but the underlying principles differ and so the rules apply differently. I compare the policies that underlie each system in order to promote mutual understanding and free trade. Peter Trepte and Craig Rotherham are my advisors.
I have published six articles in law journals, and they are all available on SSRN: https://papers.ssrn.com/sol3/cf_dev/AbsByAuth.cfm?per_id=2351389.
Two more articles are forthcoming: (1) Whither Innovation?: Why Open Systems Architecture May Deliver on the False Promise of Public-Private Partnerships (Administrative Law Review) and (2) On the Non-tariff Barriers Obstructing Free Trade in the Transatlantic Defense Procurement Market in n the Non-tariff Barriers Obstructing Free Trade in the Transatlantic Defense Procurement Market (Yukins and Racca, editors).
