Morgan was the second son of Daniel O'Connell. Following a military career in the Irish South American Legion and the Austrian army, he returned to Ireland in 1830.

He sat as M.P. for Meath from 1832 to 1840 and campaigned with his father for repeal of the Act of Union. O'Connell was then employed as assistant registrar, and later registrar of deeds in Ireland until his retirement in 1869.
