The UK House of Commons Foreign Affairs Committee has released its much-anticipated report on the Israel-Palestine conflict. The report includes expert evidence provided by Dr Victor, who appeared before the Committee in December 2024 to discuss the humanitarian and political developments over the past 21 months.
Dr Victor’s contributions were cited twice in the report. In paragraph 44, he strongly supported the immediate recognition of the State of Palestine by the UK Government, describing it as “extremely significant” and “long overdue.” In paragraph 99, he addressed the issue of aid and reconstruction in Gaza, highlighting the importance of leveraging international funding to support a permanent Israeli withdrawal and the recognition of a Palestinian state.
The Committee acknowledged that major regional funders, such as Saudi Arabia, are unlikely to commit substantial aid without a clear pathway to peace and statehood for Palestine. The report reflects a divided stance on recognition, with a majority of members—excluding two Conservative MPs—supporting immediate recognition of Palestine.
In addition to his parliamentary evidence, Dr Victor published an opinion piece in TRT World, where he argued that governments must go beyond symbolic gestures and take concrete actions to end Israeli impunity. He also urged the UK to pursue accountability for international crimes, though this recommendation was not included in the final report.
