Professor Sue Arrowsmith was invited to deliver the opening presentation at a recent one-day academic-practitioner workshop on combatting corruption and collusion in public procurement, held at King’s College, London, on 11th September. The workshop brought together the leading UK academics in the procurement and competition law fields to brainstorm this important topic with key domestic regulators, including the Competition and Markets Authority, Serious Fraud Office, and Cabinet Office. They were also joined in person or online by the OECD and several regulators from around the world to share experiences.
Professor Arrowsmith’s presentation laid the groundwork for the morning sessions, explaining the relevant provisions of the new Procurement Act, focusing on recent beneficial reforms but also providing her perspective on some of the Act’s weaknesses and problems in dealing with this subject.
The event was funded by the ESRC’s impact accelerator scheme and aimed to disseminate and develop research work from the recent book Combatting Corruption and Collusion in Public Procurement (OUP), by Alison Jones, Robert D. Anderson (an Honorary Professor with the PPRG at the University of Nottingham), and William Kovacic. A summary of the discussions is currently being prepared for distribution.
