Far too confusing?!
As you can how see the number of potentially different waste streams can be very complex.
With this complexity comes confusion (and non-compliance).
So...
In order to reduce the number of waste streams which are presented to the user - potentially - lower level waste can be disposed of in a higher level system.
Whilst this is going to be more expensive, it is sometimes used to reduce the complexity of the number of different levels.
