The speaker will be Campbell Leith, Professor of Macroeconomics from the University of Glasgow.  "Campbell joined Economics at Glasgow as a lecturer in May 1999. He previously held positions at the Universities of Strathclyde and Exeter. He holds degrees from the Universities of Strathclyde, Glasgow and Exeter."

The title of his paper is "An Empirical Assessment of Optimal Monetary Policy Delegation in the Euro Area".
