With the Charter for Regional or Minority Languages (Council of Europe, 1992) although Europe appears to be a leader in linguistic equality, why do many inequalities remain?

Prof. Doug Kibbee is a world expert on the relationship between language and law and questions of linguistic rights and inequality. A French linguist by training, he has also published widely on matters of translation.
