The Institute of Asia and Pacific Studies has awarded a travel bursary to doctoral candidate Francis Domingo to support his fieldwork in Singapore.
Francis explains his research: The objective of my study is to explore the conditions that are necessary for the development of cyber capabilities in small states in the Asia-Pacific. More specifically, I am assessing why Singapore and New Zealand have developed capabilities for computer network operations while Brunei has not. Since states are cautious about revealing capabilities for computer network operations, it is necessary to conduct interviews to corroborate the content of official government documents and secondary sources on the subject. To this end, I intend to interview government officials, private sector experts, think tank analysts, and journalists. The data collected from my fieldwork will contribute to the empirical chapters of my thesis.
