'The Legal Framework for Conducting Electronic Reverse Auctions by Public Entities in the EU'
Before coming to undertake a Master of Law programme at the University of Nottingham, Ama practised as a Barrister and Solicitor of the Supreme Court of Nigeria and was involved in various aspects of public and commercial legal practice. She was involved in advising the Federal Government of Nigeria on various privitisation projects.
Ama is currently working in the field of Public Procurement Law under the supervision of Professors Sue Arrowsmith and David Fraser. Her research aims to provide a legal analysis of the EU legal rules on the use of electronic auctions in public procurement and will assess its adequacy, identify issues on which further regulation/guidance may be needed for entities in member states, and how these issues might be dealt with in regulatory provisions e.g. supra-national legislation, national legislation or entity guidance. It is hoped that this research will offer comprehensive guidance not only to the EU but to other regions and governments that may wish to use electronic reverse auctions in the award of public contracts.
It will involve using a comparative legal analysis of the texts and guidance of jurisdictions that have used auctions as well as qualitative research on electronic reverse auction in the UK. Possibly to consider the lessons that can be drawn from the experience of regulating auctions at EU level for EU policy-making and regulation e.g. the legislative process, the role of soft law from the Commission, the difficulties of regulating procurement at supra-national level.
