 Funder: Leverhulme Trust
Principal Investigator: Dr Simon Toubeau
Duration: April 2025 - April 2026

States are increasingly vulnerable to external shocks like Covid-19. Responding to this shock was difficult for multi-level’ states such as the UK and Germany because it was a transboundary problem that presented a dilemma between autonomy and coordination and generated trade-offs between policies that were locally or nationally efficient.

For this Leverhulme Trust research fellowship, Dr Simon Toubeau's project will bring together theories from economics, political science, sociology and geography to assess the effectiveness of multi-level states policy responses to Covid-19. It will examine the public health and socio-economic policies that regional and central governments enacted and evaluate their effects on the outcomes of the pandemic.
