Baudouin Heuninckx

Baudouin Heuninckx is Head of Procurement for Aeronautical Programmes at the Belgian Armed Forces Procurement Division in Brussels, Belgium, since 2011. Prior to this assignment, he worked as senior advisor to the Head of the Air Material Branch of the Belgian Armed Forces and as Logistic Support Officer in the A400M military transport aircraft division of the Joint Organisation for Armaments Cooperation (OCCAR) in Toulouse, France. Before that, he was in-service support manager for the Belgian Air Force transport aircraft and responsible of a maintenance department on an Air Force base.

In parallel with his military career, he teaches management at the Belgian Royal Military Academy and actively supports the Executive Programme in Public Procurement Law and Policy of the PPRG since its creation. As a part-time procurement and logistic support consultant, he frequently speaks at international conferences on the topics of procurement law and management, especially in the field of defence. He is the author of many academic articles in the Common Market Law Review, the Public Procurement Law Review, Business Law International, and the Revue Pyramides, and of book chapters on defence procurement. He is a Member of the Chartered Institute of Purchasing and Supply (CIPS)
