Description
Salamat Ali, Richard Kneller and Chris Milner investigate the effects of the US IC3 programme - intended to make cargo containers more secure – on access to the US market for imports from Pakistan. They find that the increased costs of IC3 caused a significant 8-11% drop in Pakistani exports to the US between 2007 and 2014 compared to the EU, which did not implement an IC3 programme.
