Dr. Roisin Mulgrew is currently in Norway conducting research on the issue of the imprisonment of foreign nationals in Europe.
In particular, the study will explore issues related to the implementation of Council of Europe’s 2012 Recommendation concerning foreign prisoners in facilities that house foreign prisoners only in both Norway and the Netherlands.
During her time in Norway, Dr. Mulgrew will interview officials from the Norwegian Correctional Services’ Directorate and Staff Academy and spend two days in Kongsvinger Prison discussing the issues with management, staff and prisoners.
This comparative analysis has been organised on behalf of the joint EuroPris and CEP Expert Group on Foreign Prisoners (of which Dr. Mulgrew is a member).
The results of this project will be reported to the Council of Europe’s Council for Penological Cooperation’s Plenary Meeting in Strasbourg on 17th November.
