Dr Róisín Mulgrew reports findings from study on foreign prisoners to PCCP Plenary Meeting

On 18th November, Doctor Mulgrew presented preliminary findings from her study into the implementation of the 2012 Recommendation concerning foreign prisoners to the 5th Plenary Meeting of the Council for Penological Cooperation (PC-CP) in Strasbourg.
This meeting was attended by representatives of the member States of the Council of Europe and observer States and bodies.
This study focused on the use of, and regimes in, prisons that cater for foreign nationals only in both Norway and the Netherlands.
The findings relayed included examples of best practices and challenges faced when working with this specific prison population at Kongsvinger and Ter Apel prisons.
Member States were provided with concrete actions they could take in the short, medium and long-term to ensure compliance with the 2012 Recommendation and to improve the situation for the foreign national prisoners housed in their countries.
