The Political and Constitutional Reform Select Committee’s 12th Report of 2013-14 on ‘Parliament’s Role in Conflict Decisions: A Way Forward’, published on 27 March 2014, relied on evidence from a number of academics, including Professor Nigel White, in proposing that the Government put forward a non-statutory War Powers Resolution to Parliament, which if adopted would govern the constitutional process of deploying British troops to conflict zones.
